Bug Fixes:
Fixed visibility of the select box for selecting another user's timesheet. This select box was not visible for administrators without any roles on projects.
Fixed empty issues select box when a new line was added. If only one project was available (to log hours to), this project was preselected, but in this case, this project's issues should have been preloaded to the issues select box, which did not happen.

Bug Fixes:
If a project was preselected on a new timesheet line (only if only one allowed project was available), the issues select box was not prefilled with issues of the preselected project—fixed.
If the last remaining timesheet line was deleted (= cleared), the row sum was not set to 0—fixed.
If the last remaining timesheet line was deleted (= cleared), the total sum was set to 0 but without the maximum capacity value—fixed.
The timesheet new line button was enabled, even when no allowed projects were available—fixed.
An empty project select box tooltip was shown if the project select box was cleared with the delete line button (in case of the last remaining timesheet line)—fixed.
Calculation of capacity values was incorrect if RedmineX Resources was installed and worktime_unit (in plugin settings) was set to day—fixed.
